Grievances & Anti-Ragging

St. Xavier’s College of Management & Technology, Patna is a zone of zero-tolerance with regard to Ragging and Sexual Harassment. Students Grievances The college maintains a Grievance cell for redressal of students’ grievances to maintain a harmonious educational environment on the campus. Objectives of students’ Grievance Cell are: 
  • To help students to express their grievances frankly without any hesitation or any fear of being victimized in accordance with the rules and regulations of the college.
  • To resolve students’ grievances in a fair, impartial and just manner.
  • To ensure healthy coordination among students; students and teachers; and students and staff.
  • To ensure that a student is not deprived of the services offered by the institution for which she/he is entitled.
  • The suggestion / complaint box is set up in front of the principal’s and vice-principal’s office, in which students write their grievances and their suggestions for improving academics / administration in the college. Anonymity of students is protected.
  • Advising all employees to have affection for students.
  • To maintain a healthy environment for the holistic development of both men and women studying in the college.
  • A student making any offence regarding gender discrimination, eve-teasing, disrespectful acts or words are dealt with severity and can lead to dismissal of the student from the college.
  • Ragging is a criminal offence, therefore, any students found indulging in ragging will face immediate expulsion and legal action will be taken against them.
Procedure for lodging grievance: The college provides various platforms where a student can lodge her/his grievances.
  • Students can feel free to make a written complaint in the drop box in front of the principal and vice principal’s office.
  • The Grievance Cell will take action on those cases which have been forwarded along with necessary documents.
  • The Complaint Cell will assure that the complaint is properly resolved within the stipulated time frame provided by the cell.
Women Grievance Cell / Internal Committee’
  • Women grievance cell will deal with sexual harassment cases / complaints and any other form of harassment of female students, of teaching and non-teaching female employees of the college.
  • It will provide assistance to the faculty / college / institute to take preventive steps in case of gender discrimination and sexual harassment.
  • The cell will process all individual complaints and take appropriate action in the manner and mode as per the norms of the college.
  • It may formulate guidelines / policy for redressal of grievances as required from time to time, which may be in accordance with those issued by the Supreme Court and government agencies.
Anti-Ragging DEFINITION OF RAGGING Ragging includes display of noisy, disorderly conduct, teasing, rough or rude treatment indulging in rowdy, undisciplined and obscene activities which cause or are likely to cause annoyance; undue hardship, physical or psychological harm or mental trauma or raise apprehension or fear in a fresher or other students, or forcing a student to do any act which such a student is not willing to do or which causes him/her shame or embarrassment or danger to his/her life or limb, or indulging in eve teasing. Ragging is a criminal offence and those fond indulging in it, will face immediate expulsion and legal action. [College Prospectus, Rules & Regulations, Pt. 17]

UGC REGULATIONS ON CURBING THE MENACE OF RAGGING IN HIGHER EDUCATIONAL INSTITUTIONS 2009 In exercise of the powers confirmed by clause (g) of sub-section (I) of section 26 of the University Grants Commission Act, 1956, the UGC hereby makes the following Regulations: Every public declaration of intent by any institution, in any electronic audio visual, print or any other media, for admission of students to any course of study shall expressly provide that ragging is totally prohibited in the institution and anyone found guilty of ragging and/or abetting ragging, whether actively or passively or being a part of a conspiracy to promote ragging, is liable to be punished in accordance with these regulations as well as under the provisions of any penal law for the time being in force. The application form for admission, enrolment or registration shall contain an undertaking mandatorily in English or in one of the regional languages known to the applicant in Annexure -I to these Regulations to be filled up and signed by the applicant and the parents/guardian in Annexure-II. The institution shall constitute an Anti-ragging committee to take appropriate decision in regards to punishment or otherwise, depending on the facts of its incident of ragging and nature and gravity of the incident of ragging established in the recommendation of the Anti- Ragging squad. The Anti-Ragging Committee may impose the following punishments depending on the nature and gravity of the guilt established.
  • Suspension from attending classes and academic privileges.
  • Withholding/Withdrawing scholarship and other benefits.
  • Debarring from appearing in any Examinations.
  • Withholding results.
  • Debarring from representing the institution in any regional, national or international meet, tournament, Youth festival etc.
  • Suspension/expulsion from the hostel.
  • Cancellation of admission.
  • Rustication from the institution.
  • Expulsion from the institution and consequent debarring from admission to any other institution for a specified period.
